Reformat HTML Elements #252

Fixed the CSS and labeling for the Quatalog link on the course page. Gives it some padding and fixed the wording associated with the link. Also added a feature flag (just an if statement) to disable the search bar on the homepage until the feature is further developed. Also updated README
