Set up actions to provide:

Automatic
- latest release build for manual installation (drop-in)
Manual
- use semver based on conventional commits
- inject evaluated version in metadata
- auto generate changelog
- <version> release build for manual installation

I added semver release with docs/chore updates. I guess that's good enough.
