[Talkback] Speaks 12AM incorrectly on lock screen #341

What steps will reproduce the problem?
1. Lock the device with Talkback on.
2. Press the button to awaken the device and display the lock screen.
3. During 12:00-12:59 PM, Talkback speaks "AM" instead of "PM"

What is the expected output? What do you see instead?
Speak the correct time.

What version of the product are you using? On what operating system?
Talkback 3.5.0 (latest)

Please provide any additional information below.
This occurs both on my Droid 4 phone and Nexus 7 tablet.
