Fix "Quick links" in footer #23

They currently don't link to anything. Menu should be autogenerated by Hugo - may need to be in config.toml as policies are likely uploaded documents and can't have front matter.

I have created links that point to currently non-existent pages. The links are not yet generated and the pages and (HTML) site map do not yet exist.
