Environment is not determined correctly

What steps will reproduce the problem?
1. Install the application when site-packages contains a setup.py
2. Start the application
3.

What is the expected output? What do you see instead?

The application doesn't start because it didn't guessed the environment right.
It doesn't expect any setup.py directly in site-packages, but some modules
(e.g. virtualenv) seem to install a setup.py there.
