0.3.90 deb installs files into /usr/local #60

The deb built from the 0.3.90 tarball installs files in /usr/local, which it 
should never do. The deb was 
built using by running "deb-buildpackage -us- uc" in the tarball's dist dir.

I wasn't aware of the changes for the setup.py install command introduced with 
the
migration to Python 2.6 in Jaunty.

Fixed in ra32e2cec8746.
