Prepare WHO source #22

Please develop ./manipulation/ellis-covid-who.R script to input and process the data from WHO

There is a notable discrepancy in the reported cases across sources, we were are trying to describe the variability.

Do we want the Population data added in this ellis, or elsewhere? The WHO Data Explorer uses this https://population.un.org/wpp/Download/Standard/Population/ as their population data source.

PLEASE IGNORE, I see in the file to add population!!!!
