Add Skill Total worlds config setting, bump RL version. #15

This is my first time tackling anything Java related, so I apologize if anything here is done poorly. I decided that it would be best to put right under PVP worlds, as well that Skill Total worlds be defaulted to false.

This closes https://github.com/andmcadams/plugin-repo/issues/10.

Thanks! I'll test this when I get a chance, though from looking at it, it should be fine. I'm a bit busy with some other stuff related to the server side for this and irl, but if I don't merge this by next weekend feel free to ping me again.

Keep in mind, just because this is merged does not mean it is released. I have to make a PR to the plugin hub. Since I have some breaking changes I'm merging this into, I'm targeting a release closer to Wednesday (if all goes well) so people are forced to update their clients.

Worst case I don't get my changes done in time and I just release this when I realize I won't make it in time or just after the game update.
