Creation of base template for all other pages #16

Not all the pages like documentation and languages will have a Welcome to DevDocs or a card. THey need a dynamic page to show content depending on the link selected. So if C++ is selected it will have navbar,contact, and necessary info along wit the base where there will be context about C++. I have a few more changes in mind . If you think this is an apt issue lets talk more

Before adding dynamic features is it possible to have a talk? Cause I checked the codebase and these features might change the file structure a bit though it will keep the functionality running
