Added 9º digit to Brazil cellphones

I saw [http://www.itu.int/dms_pub/itu-t/oth/02/02/T020200001D0001PDFE.pdf] where is published that the first digit in 11-digit numbers may be only 9. Do you agree with this?

Also I'd like to extend the mobile numbers to a separate group (10-digit with 7 as the first one), is it true? Or in fixed numbers 7 also can be the first digit?
