Make figure for locations

[x] function to manipulate time location pairs
[x] plotting function: location on itself
[x] plotting function: beneath the main plot
[ ] plotting function: as an add-on, on top of the main drug use plot (annotation) to indicate key locations (surgery, intensive care)
