biconf and sugimoto's not working properly #32

Sugimoto has too low efficiency (<1) which causes a failure probability of >90% BICONF has too high efficiency (>1.3)

This seems to be caused by cascade template's inability to fix enough errors

when the cascade effect brings up errors in already processed blocks for the current iteration or even in other past iterations these are not corrected
