procedure redundant when only 1 cluster with only 1 spid returned #11

What steps will reproduce the problem?
1. exect matched key cluster found
2. only 1 spid contained in this cluster

What is the expected output? What do you see instead?
fast fix when keycfps select from cfps

solution: 
min_spids = keycfps and break
