Hi,

this change allows submitted answers from 1.9 quiz attempts to be reviewed in 2.1+. Without this, the responses appear to be blank.

This has been tested by a) me during development b) me on a Moodle with real user data c) by Thom Rawson with real user data (see CONTRIB-3057)

Hi, thanks for your work. I haven't time to test your code, but seems as you and Thom tested it well.
