Add continuous integration via GitHub Actions #159

Windows workflow builds 32- and 64-bit versions using Visual Studio solution
Linux workflow builds 64-bit version with GCC and Clang
macOS workflow is for reference purposes only. There is no sense to fix Makefile because OpenGL version is limited to 4.1 anyway

Thanks! The macOS workflow is indeed only useful as a reference, so I think I'll just merge this as is and then delete the file - this way, it can still be resurrected later on, in case I ever get around to adding Metal support.
