Mousewheel menu behaviour should stick exclusively to scrolling overflowed content IMO. Currently this behaviour will occur if there is overflowed content but iterate through hovered item options otherwise — this catches me by surprise and by the time I realise this is what's happening I often won't know what the option was changed from.
