FeedValidator should warn about empty or non existing calendar_dates.txt #235

Even thought the spec explicitly says that calendar_dates.txt does not need 
to be included, in practice its absence very often represents a data error. 
Many agencies change their schedules on public holidays but forget to 
include that in their feed.

Warning about an empty or missing calendar_dates.txt would alert them to 
this, and help ensure that when the file is missing or empty it is really 
because the agency wants it to be so.
