Feed validates at FV but fails at PCFE

What steps will reproduce the problem?
1. run FV 1.2.6 with no errors (only handful of extra stops + agency_fare_url 
(Generated by FeedValidator version 1.2.6 on March 13, 2011 at 08:47 PM Pacific 
Daylight Time.
2. Post/Fetch at PCFE and FAILED point me back to FV
3. Infinite loop of PCFE back to FV which has no info 

What is the expected output? What do you see instead?
fails at PCFE

What version of the product are you using? On what operating system?
FV 1.2.6
Windows 7
many other feeds are smooth without errors

Please provide any additional information below.
