The agency.txt - agency_fare_url proposal has been officially adopted as part 
of the GTFS spec.  In order to bring the transitfeed library in sync with the 
spec, the Google-specific extension code for validating the "agency_fare_url" 
property should be moved into the main transitfeed package.
