read packages from multiple folders? ibom issue with GM-E67 #191

with latest hellen-one and fresh E67 changes hellen-gm-e67-c-ibom.html still does not handle R65 as expected

@andreika-git at the moment we read packages from static folder in hellen-one

maybe smaller effort change: can you please hard-code a couple of more well-known folders like most usual kicad6 library or private libabry?

maybe better change: can you please allow adding package folders via replacement configuration file similar to how we include board ID file dynamically?
