Consume JLCKicadTools as submodule #296

At the moment we have a copy-paste of https://github.com/matthewlai/JLCKicadTools at https://github.com/andreika-git/hellen-one/tree/master/bin/jlc_kicad_tools

We should properly consume it as a git submodule probably pointing at https://github.com/rusefi/JLCKicadTools/ or even rusefi_prod branch within https://github.com/rusefi/JLCKicadTools/

@Qwerty-OFF and @andreika-git have write access to https://github.com/rusefi/JLCKicadTools/
