[WinPhone] Deprecated xamarin forms packages #2

The BorderRenderer.cs of hte winPhone is using deprecated packages of xamarin forms. Those packages are removed in the newest version of xamarin forms. Please upgrade Xamore to make it compatible with the newest version of xamarin forms.
