Change the frequency in UEFI, say 'Y' to confirm changes, it will prompt you to reset. Enter UEFI Config again. Does it say 1.2Ghz?

I have done that very carefully and it is saying 1.2Ghz but Windows 10 say 0.60Ghz
So windows is setting it back. It means it is doing power management and knows how to drive the Pi. That’s a good thing - when its not idling it will probably set it higher.

Unless it's saying that the maximum speed is 0.60GHz
@andreiw I think it is not a good thing because windows is very slow and some times it's showing to me a blue screen while using, But please if you knew a method i can with it prevent the windows from setting it back tell me. @BenNottelling Amm.. Chipset clock in the UEFI Menu is saying 1.2Ghz but Windows 10 > Task manager say 0.60Ghz and the Windows is very SLOW.. i don't knew if it from the Raspberry Pi. I'm Using The Raspberry Pi 3 model b (WIFI & Bluetooth Built in) Made in UK
Frustrating, but I can't repro your bad luck.
I've tried 09/18 UEFI build and everything older and newer. I've used the same build as you (17134). See screenshot for Pi 3B+ and 3.
One thought I have is thermal throttling - I see you have no heat sink anywhere in sight. The other question is what drivers do you have installed (but this is probably more a question for @mariobalanica and the WoR project)

Yep, here's a photo of my set up . The black one is the Pi 3B, but you can see that both have heatsinks on like every chip.
I think it'd be nice to be able to tell if the OS really is telling it to run slower or if it's a different problem.
I filed https://github.com/andreiw/RaspberryPiPkg/issues/84 which may shed light on what's going on here.
Thanks for everything. I really appreciate your help and I'm trying everything possible to knew the answer. I will buy heatsink for my Raspberry Pi 3 next Thursday and i will tell you what i will come up with.
Please ask around the WoR forum or in the big thread (https://github.com/andreiw/RaspberryPiPkg/issues/12), specifically @mariobalanica. I am assuming you were using his raspberry pi tool, and I'm hoping other people can pipe in as to what they see the frequency being.

@andreiw, Okay, Yes i have used the WoR Project, Because i found the method of the WoR Project is letting me to go to the windows Frist boot setup Menu and after that the sound is working very well. I will try everything i can do and when i fix this up i will tell.
Actually, the problem is not thermal throttling. There is something wrong. I think windows can not change it maybe its from Kind of The inner system of the raspberry or it is not accepting the information from the UEFI as well as shown in the UEFI Menu.

A USB serial breakout adapter will do. You need the one with 3.3V levels (not 5V or 12V). SparkFun or Adafruit are other places you can find them. Again, be careful not to get 5V ones. You connect it to the TX, RX and GND wires. Be sure to connect Pi RX to adapter TX, and adapter RX to Pi Tx (i.e. null-modem it).
@Andrew752 so the text you see in UEFI setup screen is actually the value the hardware reports back (i.e. it's not the value it thinks its setting, its actually the value it reads back),
I have tried everything possible but its still the same(I have used the driver's which you provide but the processor has the same speed and the windows is running very slow & I have used the davindra tutorial and I followed him very carefully but still same) I have no idea what kind of problems I'm facing now. I'm getting disappointed :(

There is something strange i have realized recently?! As you knew. I'm new in this so i saw a lighting icon on the corner of the screen. What is that mean? Do you knew?
An orange lighting bolt means your pi isn't running on an idea power supply and probably isn't getting as much power as it needs.. as for Windows 7 there is an arm version of embedded that my friend said he got working on his pi, but it's hard to come by. He got his from SSDs that came out of systems such as an ATM

Buy a power supply that correctly matches the Pi's needs. I bought a case that had one with it and it works great.. but if you have other chargers you can totally try them
I have a 2.4A charger can this run the pi correctly or I should expect from it to be a very big explosion

@Andrew752 2AMP should work fine, Check the cable Some cheap cables don't seem to work, I have no clue why tho.
@kingdevnl Cheap cables? I have been distracted. So now the problem is a power problem, I will see if i have other cables and i will try it. This is my charger which I'm using right now and it's not working fine (Now i don't knew if it the cable or the charger)

I suspect that charger may be a counterfeit.
I have the exact same charger model EP-TA20EWE, which I know to be genuine since it came from a Samsung Experience Store.
There are some visible differences:

Wow, Thank you @Googulator for your help. I really appreciate it so much :), So the charger which i have is a fake one? Okay i have ordered something else from amazon, which i think it will give me 5V and 2.4A. I think that's the best solution, I have changed the whole charger (Note: I have read that's the FAST CHARGER can Adversely affect the Raspberry pi) and i have changed the wire too.
I'm right now building AI Assistant called "Karin" based on C# and she is runing only on Windows OS so i want a portable Windows to take she everywhere with me. Several days ago i have bought for the first time a new Raspberry pi model b, When i heard that's it is possible to run on it Windows 10 ARM (The desktop Version) and when i did everything right i notice after the windows has boot up that's everything is very slow and then i opened the task manger of the windows and i find out that's is the CPU clock (speed) is 0.60GHz not 1.2GHz as it should be so i notice that there is an icon for some lighting bolt in the top of the corner of my screen so here is the solution.
The last thing i have come up with: THIS problem is a power problem (under voltage problem) (under voltage can lead you to SD card corruption and other difficult to trace issues) The "lighting bolt" Image:
(In the corner of the screen) means that's your Raspberry PI it's not taking what it's need to power it up well and you should use a good power cable some cheap cables seams are not working WELL at all and the Raspberry pi 3 model B need's to power it up well, 5.1V at least 5.0V and 2.5A at least 2.0A. And it should work well and another thing you should knew the FAST Charging chargers can damage your Raspberry PI [i have heard this], Otherwise i don't knew what is this Mystery solution
[NOTE: I'm still finding the solution i have bought from amazon another Charger which it should give me 5V and 2.4A and i also bought another Micro USB cable i think it is for Oppo F9 so it is very powerful i think. (All this things should arrive the next week)] So I'm sill trying and you can follow this thread to the end to see the solution.
Finially. Thanks to @BenNottelling for explaining to me this Lighting bolt, and thanks to @Googulator and @kingdevnl for explaining to me the right charger. And last thing and the most important thing is BIG Thanks to @andreiw who have created this Beautiful UEFI and to letting me in here and for helping me and for everything. @Andrew752 As far as your AI assistant project, why not port it to .Net Core? Then you can run it on IoT Core (with official support, much more stable), or even Linux.
Np so samsung cables seem to work the best I never had issues with those
@driver1998 I don't knew how to use IoT core and i need to make my AI Assistant run with a solo PC ( I mean run it on only one PC without the other debugging the program on the first on [Raspberry] ) and i don't knew anything on Linux Programming. @kingdevnl Yap, I think the problem was the cheap cable and the fake charger. but now unfortunately the samsung usb cable which works have been damaged (i have it from long time ago) now i have bought another one (It's not belongs to samsung, It's belongs to another company called "Aorax") and it works very well (It's not cheap one i think).
