Without ZR:
Running with pistol/knife: 250
Running with m4a1: 230
Walking (same with all guns): 100

With ZR I got the same speed values with "Normal Human" class (which has speed
set to 0). I didn't notice any difference either.
Walking speed seems to be fixed at 100 no matter what the player speed is. To
me it didn't feel too slow either.
I suspect the players are affected by a placebo effect after the orange box.
The game run more smooth (higher tickrate and multicore graphics rendering) so
it appears that they are running faster.
To me, I couldn't prove or feel any difference with speed with and without ZR
(dev r751).

It appears that there are some inconsistency with linux and windows servers.
When testing ZR on a windows server I got 320 as running speed.

Does that mean that this is an inherit issue with CS:S on Windows distributions?

Never mind that inconsistency, I was confused by another bug where I was
assigned a zombie class as a human. That class had speed 320. When I changed to
the normal human class I got the same speeds; 250.
