What steps will reproduce the problem?

1. Other Script blockers allow for the this to be entered in the PASSWORD_FILE
const ENCRYPTION_PASSWORD = "???????????????_____??????????????????";
const BLOCKING_MODE = "WHITELIST_ALLOW_TOP_LEVEL";

2. Will the "const BLOCKING_MODE = "WHITELIST_ALLOW_TOP_LEVEL"; Work if entered 
in?
