Smaller Dockerfile for OpenShift Use #18200

I had the need to spin-up and down some containers to do a 100% automated like testing using ansible tower and OpenShift, so I created a new Dockerfile using centos as base image I'd like to know if this is ok to submit a PR to add this alternative Dockerfile
