CGI failed to receive message. #91

What steps will reproduce the problem?
1. Install on debian sarge kernel version 2.4.18-xeon
2. Run admin-console from the command line

What is the expected output? What do you see instead?
You should see a 200 OK and an HTML message.  This works on another debian
sarge which has kernel version 2.4.27.  Instead you get a 503 service
unavailable.

What version of the product are you using? On what operating system?
Debian Sarge kernel version 2.4.18

Please provide any additional information below.

As addional info:
When i shut down the service, I get:
Status: 503 Service Unavailable
Content-Type: text/plain; charset=utf-8

Failed to init message pipe in cgi.

So it definitely interacts with the service but cannot find any info on what 
exactly
is happening.  The google sitemap generator source won't compile on the machine 
since
it's gcc 3.5.  However - since it IS working on the other machine with 
practically
the same config I am trying to understand what is wrong.  Logs do not help at 
all.
