Tool that could build deltas (patches) and generate new alembic files #220

Related to issue 183 -> a smart merge tool for alembic files..

The ability to generate a diff and then send that diff to another site or 
client, and apply that diff to a base alembic file to generate a new alembic 
file might be very useful.  Diff sets have the potential to be really small as 
compared to the entire file.

Building a prototype of this will be much easier once we have a python api.
