Story

As a consumer of the backend API, I want to get all bids for a specific pie Id So that the Frontend can start to display them in pie_pages

Notes:

This should be an update to the existing GET Bids method
Expected endpoint should be GET http://localhost:15665/api/bids?pieId=18143f1b-6537-4e50-935b-dd6ed09b07a3
