STEPS

  1. Go to the crafting page and make a "Wireless Charger" from EnderIO
  2. Proceed to step 9

    EXPECTED

At some point prior to this step, you would have been required to make an Ax and Shears.

ACTUAL

This is the first step in which those items appear.
