Obviously this one is huge. More of an end goal with lots of little things adding up to it. Areas of focus could be:
Summarize as much information as possible in the fewest number of words
Along the same lines, improving readability for the layman
Scoring entries and returning results based on a threshold
Find clauses that regular users care about (Giving away rights, who can use the service, etc. Maybe another survey could be useful to find what people really care about knowing) or general causes for concern.
