The bellow error is thrown when you click the "Reset user tour on this page" link in Dashboard.

I found an MDL ticket somewhat related to this. https://tracker.moodle.org/browse/MDL-53274

Hi Gedion,

What version of Moodle are you using? The behaviour changes slightly between 30, and 31 so I need to work out which is wrong.
