Create Spectral flip plugin #11

this plugin is so related to sample rate. it can flip vertically frequencies. for example in 44100 sample rate (22050 Hz limit), when u play a 200 Hz sin , plugin make it plays it on 21850 Hz. every thing upside down! (just like some parts of bitcrusher) i don't know if it's possible to make by coding. :)

This one is easy to implement so we can give it a go. Flipping it at around half the frequency range might not sound great. I think playing around with the flip point and doing some skewing could create something quite interesting.
