reorganize vc- and vr- rules for explicit values #74

This may be more of a programming exercise than anything.

But this is, in case you get whomped by the Beer Bull, you have some clues as to what is going on. It also eliminates the need for clue-zap and clue-place checking.

a solvestate is a kind of value. the solvestates are unavailable, not-yet, already-done and ready.

We also will need a new column in the table of verbchecks. Call it "thinkhint" and it will be text. Most of the time it will be column 1 + column 2, but we want to make sure of things. (We don't know if we want to track alternate verbs yet.)
