Makefile updates #64

Greetings fox developers. We have begun to use fox in our CESM model development. We need the ability to build outside the source tree and submit the following change to the fox Makefile to support that.

Thanks - I need to find some time to give FoX some attention and merge various changes and patches (I release is long overdue). I should be able to do this soon. It looks like the CI has fallen over so I'll kick that first.

Builds and tests okay on Travis - https://travis-ci.org/github/andreww/fox/builds/693580082 - not sure why this doesn't show up in this pull request.

Sorry about the delay. Doesn't setting VPATH do the same thing?
