Debug ghost tiles issue #23

Mapnik is not creating tiles at some zoom levels. Usually in clear cases where the tiles were created at a lesser zoom. Very weird, I'm leaning toward it having some of the same causes as the incorrect zoom extent issues.

Amazing. I've moved the entire backend onto a newer, nicer, server. It seems to have cleared up the ghost tile issues. seems. I have only done mammals so far, no amphibia repopulated until tomorrow. Strange though, it seems to have brought back a non-transparent background in tiles....

Ghost and transparent background issues are fixed as far as I can tell, http://prototype.mol-lab.appspot.com/rangemap/animalia/species/artibeus_concolor

i'm rerunning mammals now and will reopen this issue if I find any issues.
