Implement MET phi correction #92

Preliminary corrections are discussed here, but they are for Spring16 simulation and (seemingly) PromptReco.

The correction should be made optional.

Will not fix it. As discussed at the dedicated MET meeting, this correction is important for validation of MET, but it is not expected to have any visible impact on physics analyses. In particular, in ℓ+jets signatures it is important to reproduce Δφ(ℓ, ν) instead of MET φ. And this observable is modelled well enough.
