Baseline ner pipeline refactor (improved EL and add NER Types)

• full refactor NER pipeline (add classes and e.g.)
• improved Entity Linking by add name_for_match and so on (see Issue 29)
• add entity types - PER, LOC, ORG, MISC (see Issue 28)
• update news_db schema
• add script and data to put custom ners
