Add (future) refresh command to Out node #96

This is a "heads up" that (hopefully) will soon need your cooperation to bring this ability to NR.

I've just submitted a feature request to Koen to add the ability to refresh a device's reported data on command:

Koen won't implement the whole-device refresh that I asked for so this is a dead issue.
