Fixes issue #49: tools.xml is renamed and relocated #52

@solomax - see the changes I did in pull request #53 . Two things:

I kept the tools.xml as is, so the jar can be used in Velocity outside the skin. Rather I copied and renamed it in the build.
The site.vm also needs changes to work with header and footer elements. See Maven Site Plugin migration from 3.4 to 3.5.1

Tested using site of our project, was working as expected :( Will change PR ....
