打开ScrollView页面，底部的最低高度折叠不出现 #3

我是在android5.1上测试的，最低的折叠高度已经是50dp了，而且也设置不能隐藏，但是底部就是不出现

经查，去掉这一行代码就完全正常了“ android:fitsSystemWindows="true" ”

@kimver 5.0设置peekHeight为0的时候有问题
