Cloud functions are paid #450

Hello, as written in Classsy Taxi readme

Q: There is a warning "Billing account not configured. External network is not accessible and quotas are severely limited.\ Configure billing account to remove these restrictions" in my Cloud Functions log.

A: You can safely ignore the warning and stay use the Firebase Spark Plan because the sample only accesses the Google network.

I am not sure if it is still truly - just after clicking Functions in firebase build settings there is a monit to upgrade the project image

So is it still valid, and if so - how to enable them without switching to the paid plan? (I know that there is some free quota, but plan need to be upgraded anyway) image

@DAGalpin @calren Can you please update the readme to show how we can run the Classy Taxi sample without having to set up a paid Firebase plan? We can’t access Functions without setting up billing.

This is the worst run repository at Google. It takes them months to do anything, and when they do, it's of such a poor standard. Perhaps if they stopped assigning "new joiners" and "interns" to this, Billing on Android would not be a mess.
