Bump to Gradle 8.8 and more dependency updates.
Set up Dependabot config for automated dependency updates, see https://github.com/android/nowinandroid/blob/8d0a9bacd48e5a35f9124f2848dcc74dac59e470/.github/dependabot.yml.
Update GHA config
- JDK 17 on CI.
- Migrate to gradle/actions/setup-gradle.
- Run CI on main pushes.
- Separate workflow jobs.
Tweak Gradle flags.
Use toolchain to pin JDK on 17.
Remove outdated TODO
