This PR aims to apply build script related best practices to the project, such as

Migration to kts from gradle
Migration to version catalogs
Removal of compiler options and explicitly annotate the functions using experimental APIs
Switching to the released version of Compose for TV from snapshots
Migration to toolchain from sourceCompat, targetCompat and jvmTarget

This PR also update the dependencies to the latest ones.
