MSBuild.Earlgrey.Tasks 빌드시 MSBuild.Community.Tasks.Targets 를 못 찾는 문제

What steps will reproduce the problem?
1. BuildTools\msbuild.xml 의 타겟 build 를 실행한다.

What is the expected output? What do you see instead?
빌드가 되어야 하는데 파일을 못 찾아서 오류난다.

예전과 달리 MSBuild.Community.Tasks 의 소스코드를 직접 
빌드해야 ....Targets 파일이 생성된다. 그러니 
MSBuild.Earlgrey.Tasks 를 빌드하기 전에 MSBuild.Community.Tasks 부터 
빌드해야 한다.

gurtle 연동을 잘못했는지 무조건 fixed로 처리하네요. 다시 
이슈 열어요.

r518 에선 진짜 고친 듯..... 이 프로젝트 저 프로젝트 엮어서 
쓰니 복잡도가 장난 아닌 듯.
