How much decrease is? Also, do you use any core lock and powerlimit? If so, can you increase powerlimit a bit? This version is a bit more power hungry at the same core clocks.
About ~4-5 MH compared to versions below 0.36.4. Power limit 175 watts. Clock offset 50, memory 5800 MHz. The settings are the same, did not change. HiveOS.
And at 3060 Ti, the hashrate is higher ~2 MH after the update. With the same settings.

looks like gpu is power limited too much, you need to use core lock and core offset. If you open miner console, you will see that core clock is jumping for 2060(press h few times with some small pause).
I have a different trouble. With nexa and 36.5 and a geforce 3070 the hasrate is very good at the beginning but at some moment (it could be impacted by the fact I use my computer, like doing some web reading) the hasrate drops dramatically (from 38 to 15 or even much less) and it seems to never recover. So I went back to 36.3 that is a little bit less fast but that do not drop hasrate after a while. I will try to use the last nvidia drivers but I fear it is a bug in 36.5.

So far known issue, working on that. Problem is too long testing needed for reproduce
After updating to version 0.36.5 on the RTX 3060 Ti, the hash rate increased, and on the contrary it fell to 2060 Super, compared to version 0.36.3. Nexa coin.
