Dynamic download for pjsipjni library #2

Detect current Android version + device + (build version?) to choose the
good library version that must be in use (in fact which android driver has
to be used).

Once detected, download the good version online (we should have a json
descriptor for example with updates and versions selections...

Almost done, we have to handle versionning of sip stack but can be postponed.
