Investigate whether there's a way to facilitate adding a mission to a category once it's been created.

Options:

Add a dropdown to the Preview Mission edit step
Call the "Add To Category" modal for the mission once it's been submitted (needs check for whether it's already been added to a category, if it's a resubmitted mission)
Other (will take suggestions as comments)
