Parse the Recipients of Messages for CodeReviews #110

We never parsed this - we need a new table and parse routine for Recipients. Consolidate Recipients into the Developer table. Write a verify for this task.

Currently we do parse this and just add it to the database as of bb508df2. But I'm wondering now if we don't need recipients. We're moving more toward Participants, Contributors, and Reviewers than the CC list.
