Update the rietveld code review data.

• [x] Get the code review issue ids from the git log.
• [x] Fetch the data from rietveld, using the script.

Scraping in progress: The process is taking 10 minutes to scrape a 250 reviews chunk (patch-sets included). The files are about 30mb each.

We have 220,469 ids to fetch, about 882 chunks.

• 882 chunks * 10 minutes each ~= 6 days
• 882 chunks * 10 mb ~= 26.46 gigabytes
